If this much rubbish accumulated in your neighbours back garden, what would you do? Ignore it?, speak to them about it?, or speak to someone else? What would concern you most about the build-up of rubbish? Just the sight of it?, The smell of it?, or the fact that it is attracting vermin into the area?
